It’s on a “State of Texas Certification of Vital Record” paper with a blue border, and when I hold it up to a light it says “VITAL RECORD” and “OFFICIAL” with these wavy lines that seem to be slightly raised on the paper, kind of like the seal is supposed to be. ![]() However, what it seems to be missing is a raised seal of some kind.
